A tech developer has asked a Nye County judge to toss the county’s ban on data centers in Hydrographic Basin 162, the Pahrump Valley basin where paper water rights far exceed perennial yield.

Sean Dalesandro’s company seeks reversal of the ordinance, permission to proceed with its Manse Technology Campus proposal, and attorney fees. The ban followed a Water District emergency pause and a countywide moratorium.

Commissioner Ian Bayne, who pushed the ban, restated support. County spokespeople had not commented publicly by late September on the petition. The basin covers more than 500,000 acres and has drawn protests over water use.

Nye is not inside the Southern Nevada Water Authority service area that already restricts evaporative cooling. The case is new this month; no ruling or full county answer has been posted. Valley residents watching Gabbs-basin water policy will want to track any broader Nye precedent.
